What is a rising sign?
Your rising sign is the zodiac sign crossing the eastern horizon at the moment of birth. Astrologers call this point the Ascendant.
It sets the first house and provides the starting point for the entire house system. That is why an accurate Ascendant affects more than personality: it changes where planets fall by house and therefore where their themes are expressed.

Why exact birth time matters
The Ascendant changes about every two hours on average, but the actual speed varies by latitude and sign. A difference of several minutes can alter the rising degree and house cusps. If the time is uncertain, treat the result as provisional rather than forcing a precise interpretation.
Rising sign questions
Is the Ascendant the same as the first house?
The Ascendant is the degree beginning the first house. The sign containing that degree is called your rising sign.
Can I calculate it without a birth time?
Not reliably. A noon chart may show planetary signs, but it cannot establish a trustworthy Ascendant or houses.
